1.2 Description
1.2.1 Abstract:  In 2000, the Maryland Geological Survey (MGS) was awarded a Coastal Zone
Management grant to complete the acquisition of a recent (ca. 1990) digital shoreline for the coastal
regions of Maryland - the Chesapeake Bay, its tributaries, the coastal bays, and the Atlantic coast. 
MGS contracted the services of EarthData International, Inc. (EDI) of Gaithersburg, Md., to extract
shorelines from an existing wetlands delineation, which was based on photo interpretation of
3.75-minute digital orthophoto quarter quads (DOQQs).  In areas where a wetlands coverage was not
yet available, EDI interpreted shorelines directly from the orthophotography.   DOQQ registration
(Maryland State Plane Coordinate System, NAD 83, meters) was transferred automatically to the
shoreline vectors.  Following shoreline extraction or interpretation, EDI assigned attributes to the
vectors based on shoreline type: beach, vegetated, structure, or water's edge.  All four categories are
linear features, except "beach," which, if sufficiently wide, can be both linear and polygonal.  Shorelines
were merged into 7.5-minute quads, provided that the aerial photography on which the DOQQs were
based was flown in the same year.  To create this CD, MGS packaged the shorelines produced as part
of this project with those that EDI had extracted previously.

The data set contains shoreline vectors for 125 7.5-minute quadrangles in tidewater Maryland (see
Appendix 1).  The vectors represent shoreline positions between the years 1988 and 1995.  A list of
the quadrangles, interpreted quarter quadrangles, and dates of aerial photography is included in
Appendix 2.  Appendix 3 is the Maryland State Department of Natural Resources Licensing
Agreement for Spatial Data and Spatial Data Transfer.  A copy of this agreement must be signed by all
purchasers and users of DNR digital data.

Each TNTmips project (.rvc) file in the data set corresponds to one 7.5-minute quadrangle and consists
of one or two objects, each of which represents a single shoreline year.  Uncompressed files are less
than 6,000 kilobytes (Kb) in size.  They are available in TNTmips proprietary .rvc format on CD-ROM
or via the Internet.   This document describes all 125 .rvc files and is transferred with them in ASCII
format.

1.2.2 Purpose:  This data set complements a set of historical digital shorelines for the Maryland reaches
of the Chesapeake Bay, the coastal bays, and the Atlantic coast (See Section 1.14).  That data set
spans the period 1841-1977.  The two data sets will be used to update a series of Shoreline Changes
maps and to determine coastal land loss, by watershed and by county, during the last half of the 20th
century.  Other State agencies will be able to use this data to analyze and update land loss information,
analyze historical erosion trends, and assess the extent and magnitude of shore erosion on a regional
geographic basis.  In particular, the availability of up-to-date shoreline change data will support the
design and implementation of shore protection projects and the development of a comprehensive shore
erosion control plan.

1.8 Use Constraints: The DOQQs from which the shorelines were interpreted meet National Map
Accuracy Standards at the production scale of 1:12,000 using the American Society for

vectors.  Displaying the vectors at scales larger than those of the source documents is bad practice.

2 Data Quality Information
2.1 Attribute Accuracy: Attribute accuracy was not assessed.

2.2 Logical Consistency Report:
EDI checked logical consistency through a series of quality assurance/quality control (QA/QC)
procedures, reported in Section 2.5.2 Process Step (interpretation/extraction of shorelines).

2.3 Completeness Report: 
The area covered includes the Maryland part of the Chesapeake Bay and its tidal tributaries, the
coastal bays, and the Atlantic coast of the State.  The only exclusions were (1) the headward reach of
the Patapsco River west of the Curtis Bay quadrangle and (2) shorelines located in out-of-state areas,
such as the Virginia side of the Potomac River.

In digitizing historical shorelines from hard copy maps, MGS had adopted an operational definition of
the headward extent of a stream - the point at which the stream was represented on the map by a single
line versus a double line delineating opposite stream banks.  That point, dependent as it is on the scale
of the map, does not necessarily represent the head of tide.  A similar criterion was used in extracting
the 1990 shoreline.  To the extent that the contractor could fit a double line on photography displayed
at a scale of 1:24,000, the shoreline was extracted.  Reaches upstream of that point were excluded. 
Again, the headward extent of a digitized stream does not necessarily correspond with head of tide.

Shorelines in the 1990 data set bounded several different wetlands classifications (Cowardin et al.,
1979):

In addition to designating UB L and UB V as water, M 2 or E 2 US (Unconsolidated shore) M
(Irregularly flooded) or N (Regularly flooded) classifications were considered water, given that those
areas were more likely to be under water than above.  E 2 US P (Irregularly flooded) was considered
upland, given that those areas were more likely to be above water than under.

2.4 Positional Accuracy
2.4.1 Horizontal Positional Accuracy
2.4.1.1 Horizontal Positional Accuracy Report:
The DOQQs meet National Map Accuracy Standards at the production scale of 1:12,000, using the
American Society for Photogrammetry and Remote Sensing (ASPRS) method.  The contractor who
produced the DOQQs provided a detailed aerotriangulation report for each production area (See
DOQQ metadata at the web site listed in Section 2.5 Lineage).

The production of accurately georeferenced DOQQs depends on sufficient ground control.  In open
water, ground control is necessarily lacking, because land areas, if they exist at all, are small and/or
inaccessible.  Two quarter quads in the data set, Deal Island NW and Barren Island NE, contain so
much open water that they are not properly tied to the adjoining tiles, Nanticoke SW and Honga NW,
respectively.  Consequently, the corresponding linework (shoreline) is not properly georeferenced.  The
shorelines derived from those two DOQQs are included in the data set solely for the associated
attribute information.  Their positions are inaccurate.

2.5.2 Process Step (interpretation/extraction of shorelines)
2.5.2.1 Process Description:
Under contract to MGS, EDI extracted or interpreted the modern (1988-1995) shoreline directly or
indirectly from digital orthophotography.  For all but 35 of the quarter quads, EDI extracted the
shoreline from existing wetlands vectors, previously delineated for the Maryland Department of Natural
Resources (DNR) over 1:1,000-scale DOQQs.  The DOQQs, in turn, were derived from
1:40,000-scale color infrared (CIR) film.  For the remaining 35 quarter quads, the shoreline was
interpreted directly from the DOQQs. 

For shoreline vectors extracted from the existing wetlands coverage, EDI stripped wetlands vectors of
their linear attributes (line classes).  All shorelines and the DOQQ tile boundary were displayed over
the DOQQ (raster) from which they were originally interpreted and reassigned attributes.  Shoreline
segments were classified using the following four categories: beach, structure, vegetated, and water's
edge.  All four categories are linear features, except for "beach," which can be both linear and
polygonal.  The DOQQ tile boundary was arbitrarily assigned one of the four categories so that it could
be extracted with the shoreline vectors.  Shoreline vectors were extracted from the original vector set
by line class, using only the four shoreline categories.  The extracted vectors were then displayed to
detect shoreline breaks or other consistencies.  Errors were corrected, and shoreline vectors were
re-extracted.  After extraction, vector sets were cleaned by deleting any extraneous lines (non-shoreline
vectors) that had been mistakenly assigned one of the four categories before extraction.  Beach
polygons were attributed at this time, and the DOQQ tile boundary was assigned to a fifth category - 
unclassified.  The final quality control check consisted of two steps.  First, each tile (quarter quad) was
displayed individually to check for unclassified shoreline vectors.  Second, if the photography on which
the DOQQs were based was flown in the same year, vectors from adjacent tiles were merged into a
single, 7.5-minute quadrangle vector set.  Otherwise, multi-year shorelines for the same quad were
stored as separate objects within the TNTmips project (.rvc) file.  Merged vector sets were displayed
to check for class consistency (proper edge matching) between adjacent tiles.  Any necessary
corrections were made before saving the final vector sets.

Shorelines derived directly from DOQQs were interpreted according to the procedure outlined in the
wetlands inventory metadata.

The DOQQs were already georeferenced to the Maryland State Plane Coordinate System (North
American Datum of 1983, meters).  Georeferencing was transferred automatically upon delineating
either wetlands or shorelines.

5.2 Overview Description
5.2.1 Entity and Attribute Overview
Shoreline vectors are grouped by 7.5-minute quad and, within a quad, by year.  Shorelines for a
particular quad are located in a directory assigned the full, concatenated name of the quad.  The
TNTmips project (.rvc) files, which contain the shoreline vectors, are named according to the following
conventions.  The first four or five characters are an abbreviation of the quad name, usually the first four
or five letters of the name.  The next three characters "_SL" indicate that the file contains shorelines. 
The file extension ".rvc" denotes a file that can be read by MicroImage's TNT line of products.  The
TNTmips description of the project file is in the form:
QUAD NAME (NE/NW/SE/SW) - Shoreline - 19xx, where
          QUAD NAME = the full name of the quad
          (NE/NW/SE/SW) = the quadrants for which a shoreline was interpreted
          19xx = the shoreline year
For example, the shoreline for the Richland Point quad is located in a directory named RichlandPoint. 
The file that contains the shoreline vector itself is named RICHL_SL.rvc.  The TNTmips description of
the file is "RICHLAND POINT (NE) - Shoreline - 1994," indicating that a 1994 shoreline was
interpreted from the NE quadrant only of the Richland Point quad.

Each .rvc file contains one or two "objects"   shoreline vectors for particular years.  Naming and
describing objects also follow conventions.  The object name "_19xx" always indicates the shoreline
year.  The object description gives the exact date on which the aerial photography from which the
DOQQs were derived was flown.  For example, "1994 shoreline from DOQQs flown 4/8/1994". 
Line and polygon attribute tables, both named "TYPE," are associated with each object.  They contain
the attributes described in Section 5.1.  A second table "TypeStyle" contains the style assignment for
the TYPE Table.  TypeStyle points to another project file, ShoreStyles.rvc, which contains common
line and polygon styles for the entire data set.

* Files are located in directories assigned the full name (concatenated) of the quad.  The files
themselves are named according to the following conventions.  The first four or five characters are an
abbreviation of the quad name, usually the first four or five letters of the name.  The next three
characters "_SL" indicate that the file contains shoreline vectors.  The file extension ".rvc" denotes that
the file can be read by MicroImages' TNT line of products.

** The date of photography for Barren Island SW is unknown.  Although Barren Island NE was flown
on 4/8/1994, Solomons Island SE, which adjoins Barren Island SW, was flown on 4/8/1993.  The
latter date was assigned to Barren Island SW.

*** The production of accurately georeferenced DOQQs depends on sufficient ground control.  In
open water, ground control is necessarily lacking, because land areas, if they exist at all, are small
and/or inaccessible.  Two quarter quads in the data set, Deal Island NW and Barren Island NE,
contain so much open water that they are not properly tied to the adjoining tiles, Nanticoke SW and
Honga NW, respectively.  Consequently, the corresponding linework (shoreline) is not properly
georeferenced.  The shorelines derived from those two DOQQs are included in the data set solely for
the associated attribute information.  Their positions are inaccurate.

MARYLAND DEPARTMENT OF NATURAL RESOURCES
SPATIAL DATA PRODUCTS LICENSE AGREEMENT
(September 29, 1998)

THIS LICENSE AGREEMENT is made by the Maryland Department of Natural Resources,
DNR, hereinafter called Licensor, and the Purchaser of spatial data identified on the order form
of this License Agreement, hereinafter called Licensee.

Under State Government Article, Sections 10-901 et seq., of the Annotated Code of Maryland,
Licensor is the owner and/or custodian of the geographic information system data listed on the
order form of this License Agreement, hereinafter called Spatial Data. Licensor may disclose and
reproduce Spatial Data and charge fees for its products and services.

Licensee wants the non-exclusive right to use Licensor's Spatial Data.

IN CONSIDERATION of the mutual conditions in this License Agreement, Licensor and
Licensee agree as follows:

1. SCOPE OF LICENSE
This is a License Agreement and not an agreement for sale. This License Agreement is between
Licensee and Licensor, and it gives Licensee certain limited rights to use Licensor's Spatial Data.
All rights not specifically granted in this License Agreement are reserved to Licensor. Licensor
retains exclusive title and ownership of Spatial Data and, unless otherwise noted, of the
component parts of Spatial Data, and hereby grants to Licensee a personal, nonexclusive,
nontransferable license to use Spatial Data based on the terms and conditions of this License
Agreement. From the date of receipt, Licensee agrees to use reasonable effort to protect Spatial
Data from unauthorized use, reproduction, distribution or publication.

1.1 Data Medium and Format. Licensor shall furnish Spatial Data on the medium and in a form
in use by Licensor, unless Licensor agrees, and Licensee pays in advance for conversion to
another medium and/or form.

1.2 Restrictions of Use. Licensed Spatial Data are solely for the internal use of Licensee and not
for use by any other person or entity, unless specifically stated under Purchaser Information on
order form of this License Agreement.

1.3 Permitted Use.
a. Copies. Licensee may copy licensed Spatial Data only for use by Licensee or for backup
purposes and not for use by any other person or entity. Licensed Spatial Data shall not be used by
any other person for any other purpose. The licensed Spatial Data may be used on more than one
computer system at any time, provided the systems are owned, leased or controlled by the
Licensee.
b. Derived Products. Graphic displays and printed tabular listings derived from licensed Spatial
Data may be used by Licensee in publications and presentations, provided that credit is given to
Licensor as the custodian of Spatial Data as noted in the metadata citation and credit is also given
to the original source of Spatial Data if other than the Licensor.

1.4 Prohibited Use.
a. Unauthorized Distribution. Any sale, distribution, loan or offering for use of licensed Spatial
Data, in whole or in part, is prohibited without the expressed prior written approval of the
Licensor.
b. Reproduction of Products. The reproduction of hardcopy products as provided by Licensor or
derived from licensed Spatial Data with the intent to sell for a profit is prohibited without the
expressed written consent of the Licensor.

2. FEES AND PAYMENTS
Licensee shall pay all License Fees before delivery of Spatial Data to Licensee by Licensor.

3. ASSIGNMENT
Licensee may not assign the License without the expressed prior written consent of Licensor.
The permitted assignee shall have all rights and remedies of the original Licensee, insofar as the
same are assignable. Assignment shall be only as a whole and not as a part.

4. INDEMNIFICATION
[For licenses with local government agencies, this paragraph applies] Except for damages
directly attributable to the fault or negligence of Licensor, Licensee agrees to indemnify and hold
Licensor and the State of Maryland, its officers, agents and employees harmless from and against
any claims, liabilities, actions, costs or judgements arising out of Licensee's use of licensed
Spatial Data, but only to the extent provided for in the Local Government Tort Claims Act, Title
5, Subtitle 4, Courts and Judicial Proceedings Article, Annotated Code of Maryland, or as
provided for in any other judicially recognized sovereign immunity or limitation of liability in
contract or in tort. This indemnification provision shall in no way be deemed a waiver of any
rights and immunities Licensor or Licensee may otherwise have under State or federal law.

[For licenses with federal government agencies, this paragraph applies] Except for damages
directly attributable to the fault or negligence of Licensor, Licensee agrees to indemnify and hold
Licensor and the State of Maryland, its officers, agents and employees harmless from and against
any claims, liabilities, actions, costs or judgements arising out of Licensee's use of licensed
Spatial Data, but only to the extent to which the Licensee may be liable under federal law or as
provided for in any other judicially recognized sovereign immunity or limitation of liability. This
indemnification provision shall in no way be deemed a waiver of any rights and immunities that
Licensor and Licensee may otherwise have under State or federal law.

[For licenses with all individuals and private organizations, this paragraph applies] Licensee shall
hold Licensor and the State of Maryland, its officers, agents and employees harmless from any
action, claim, suit, or proceeding arising out of the use of licensed Spatial Data in accordance
with this License Agreement.

5. WARRANTIES AND LIABILITIES
Neither Licensor, nor the owner of licensed Spatial Data makes any warranty, expressed or
implied, as to the use or appropriateness of licensed Spatial Data, and there are no warranties of
merchantability or fitness for a particular purpose or use. The information contained in licensed
Spatial Data is from publicly available sources, but no representation is made as to the accuracy
or completeness of licensed Spatial Data. Licensor may not be subject to liability for human
error, error due to software conversion, defect, or failure of machines, or any material used in the
connection with the machines, including tapes, disks, punch card and energy. Licensor shall not
be liable for any lost profits, consequential damages, or claims against Licensee by third parties.
The liability of Licensor for damage regardless of the form of the action, shall not exceed the
license fee paid for licensed Spatial Data.

6. TERMINATION
6.1 Causes for Termination. Licensor shall have the right to terminate this License Agreement if:
a) Licensee attempts to assign its rights without the expressed prior written consent of Licensor;
b) Licensee delivers or attempts to deliver the licensed data to another person without the prior
written consent of the Licensor; or c) Licensee fails to perform any other of Licensee's
obligations under this License Agreement.

6.2 Licensee's Obligations Upon Termination. Upon Termination by Licensor, Licensee shall a)
fulfill its obligation to pay any fees required, b) erase all Spatial Data subject to this License
Agreement from Licensee's permanent storage devices and archival media, and c) return all
licensed Spatial Data subject to this License Agreement in Licensee's possession.

7. REMEDIES
In the event of a breach or threatened breach of any of the provisions of this License Agreement
by Licensee or any employee, representative, or agent of Licensee, Licensor shall be entitled to
preliminary and permanent injunctive relief to enforce the provisions hereof, but nothing shall
preclude Licensor from pursuing any action or other remedy, including damages for any breach
or threatened breach of this License Agreement, all of which shall be cumulative.

8. MERGER
8.1 Acknowledgment. Licensee acknowledges that Licensee has read this License Agreement
and agrees to be bound by its terms, and further agrees that it is the complete and exclusive
statement of the License Agreement between the parties and supersedes any oral or written
communications or representations outside this written License Agreement.

8.2 Authority. The person whose signature appears as or for Licensee on the order form of this
License Agreement represents that they are authorized to do so and represents that this License
Agreement is a legal, valid, and binding obligation and enforceable in accordance with its terms.

9. ADDITIONAL PROVISIONS
9.1 Laws of the State of Maryland. This License Agreement shall be governed by the laws of the
State of Maryland, and the parties subject to the jurisdiction of the courts of the State of
Maryland.

9.2 Amendment; Waiver. This License Agreement may not be amended, except in writing signed
by the parties. Waiver of any breach of the terms and conditions in this License Agreement shall
not be deemed to constitute a waiver of any other or future breach.
